VERDICT
Secretary of Interior does NOT affect world map gathering
Points per 100 Iron remained exactly 40.0 with and without the buff.
If it worked, we would have seen 80.0 points per 100 Iron (doubled) — but we got the same rate.
The +100% Production buff only applies to base mine collection and Rapid Production.
What to Actually Do
- Let your base mines fill up (they turn yellow when full)
- Wait for Rapid Production to refresh
- THEN apply for Secretary of Interior
- Collect all base resources + Rapid Production while holding the position
- Don't bother timing world map gathering around this buff — it has no effect
